The "Seminar of Economics and Management" (SEAM) takes place every Monday from 1 to 2 p.m. in room Q4.245.

Within the framework of the research seminar, visiting scholars have the opportunity to give presentations on the current state of research.

Following the presentation, the exchange of ideas takes place in the research café.

2004: Reykjavik, IX. International Conference DEGIT, Iceland, topic: Regional Growth and Development without Scale Effects -a Simple Model of Endogenous Formation of Regions. We present a semi-endogenous model of regional growth and development without scale effects. In this model of a small developing region the world growth rate of technical progress is given. Regional growth is driven by technological change induced by imitation. Imitation is determined by positive externalities from international trade. Regional factor endowments consist of immobile land and human capital which is perfectly mobile between regions. In order to study the endogenous formation of regions we introduce a second region and analyze a non symmetric decrease in international transaction costs. We find agglomeration in the region with better access to international markets, while the less favored region will realize a drop in income and technological capability. Two reactions can be identified. 1. For given resource endowments, the technological imitation process determines the final relative technological steady state positions. 2. Migration between the regions endogenously determines the final resource endowments of the regions. When reaching the no migration equilibrium, the relative development position, the population size and density of the region, as well as comparative advantages are endogenously determined.

2004: Oxford, Centre for the Study of African Economies, topic: The Economic Geography and Determinants of Manufactured Exports from South Africa. The questions that this paper seeks to address is: how did the various sub-national regions in South Africa benefit from rising manufacturing exports since 1994, and what factors determines the differential manufacturing export performance of South Africa?s sub-national regions? Based on various theoretical models of the possible determinants of differential export performance across subnational regions, we estimate the determinants of exports (across 354 magisterial districts in South Africa using panel data over the period 1996 to 2000. We estimate two models, a ?Skills-to-Land Heckscher Ohlin Model? following Wood and Berge (1997) and a ?Geography Hecksher-Ohlin-Von Thünen model? following Redding and Venables (2003) and the new trade theory. We find that only 22 magisterial districts in South Africa is responsible for 85% of the country?s manufacturing exports, and that the geography-new trade theory model (with distance, market effects and fixed costs) offers a better explanation for the manufactured export performance of the country?s magisterial districts. We conclude that those magisterial districts in South Africa that will contribute more towards generating manufactured exports, are those that are larger in terms of economic size, with good foreign market access and know-how of foreign markets, that faces competitive transport costs on their exports (and imports) and that has a good local institutional support framework, such as an local government that creates the right conditions for fixed investment.

Wagner, E. (2003): Bewegen sich die internationalen Aktienmärkte gemeinsam?, International Economics Working Paper 2003-02, University of Paderborn. Seit Jahren findet die Analyse der Zusammenhänge zwischen Aktienbewegungen in verschiedenen Ländern ein großes Interesse der Ökonomen. Mehrere theoretische Ansätze wurden für eine Erklärung des Phänomens entwickelt und dann mit Hilfe der modernen Technik der Ökonometrie und der Zeitreihenanalyse untersucht. Die Ergebnisse der jüngsten Untersuchungen zeigen generell eine wachsende Abhängigkeit der internationalen Aktienmärkte voneinander. Das Ziel dieser Untersuchung ist, eine Ökonometrisch wie Ökonomisch fundierte Erklärung der Korrelation zwischen europäischen, amerikanischen und japanischen Aktienmärkten zu liefern. Bei der Untersuchung wurden VAR-Modelle und das Kointegrationskonzept verwendet. Diese Arbeit präsentiert einen eindeutigen Hinweis auf die Existenz gemeinsamer stochastischer Trends in den Aktienmärkten der G5- und G7-Länder. Das wichtigste Ergebnis der Arbeit lässt einen einzigen Trend, der alle nationalen Aktienmärkte beeinflusst, erkennen. Aus der Schätzung der Koeffizienten des Trends lässt sich schließen, dass der Trend am wichtigsten für den japanischen Markt und weniger wichtig für die europäischen Märkte ist. Für die Identifizierung des Trends ist die Anzahl der notwendigen Verzögerungen in den Zeitreihen entscheidend. Aus der wachsenden Anzahl dieser Verzögerungen lässt sich schließen, dass die Aktienmärkte die vergangenen stochastischen Störungen eher akkumulieren und nicht vollständig verarbeiten. Es wird eine Überproportionale Reaktion der Aktienmärkte auf den gemeinsamen stochastischen Trend vor einem Absturz beobachtet. Eine einflussreiche Rolle des amerikanischen Marktes für die europäische Aktienmärkten wird sowohl mit der bivariaten Kointegrationsmethode als auch mit dem Granger Kausalitätstest bestätigt.

In many countries the gap between the unemployment rates and/or wages for skilled and unskilled labor increased over the past two decades. While there is an extended literature on the effects of trade integration on employment, little is known about the effects of factor mobility on different skill segments of the labor market. Adopting the flow approach to labor markets, we develop a model of persistent structural unemployment. Two segments of the labor market are distinguished, one for skilled and one for unskilled workers. For each segment the long term unemployment equilibrium is derived. Allowing for international factor mobility we analyze the effect of capital mobility and labor migration on relative factor prices, optimal factor allocation and the opportunity costs of vacancies in the different segments of the labor market. The main finding is that skilled labor will always gain from increasing capital mobility while the effects for the unskilled is ambiguous. The ambiguous effect for unskilled is the result of a general positive effect of capital mobility on aggregate employment and a negative reallocation affecting the unskilled: The negative effect can be reduced or even reversed if capital mobility is complemented by policies like additional human capital investments. Labor mobility affects the own segment negatively: Unskilled/skilled mobile labor negatively affects the unskilled/skilled labor market segment. The cross effects are non symmetric: The mobility of skilled can affect unskilled positively as well as negatively. The mobility of unskilled has no effect on the skilled labor market segment.

2001: Johannesburg, South African Economic Association, topic: Catching-up, Falling Behind, and the role of FDIs. This paper intends to focus on the role of FDIs for the development process. We introduce a short theoretical model which gives an idea of some stylized development mechanisms as well as the effects of the domestic factors and FDIs on the development process. The model captures a convergence as well as divergence regime. As the country is backward the R&D sector is describing the imitating process. Foreign direct investments, human capital and technological spill over effects are important factors for the production of the national good as well as for the imitation of technologies. It is shown that the economy will face a divergence regime as long as the domestic factor, human capital endowment, is below a critical level. Although FDIs are important for the process of catching?up the switching condition for upgrading as well as the national level of the technological position is solely determined by the stock of domestic resources. Without a sufficient domestic factor, no take off to a dynamic catching-up process takes place. Therefore the results emphasize the importance of the domestic factor. The role of FDIs may be generally overestimated, especially with respect to the question of convergence or divergence. Having reached this critical level of human capital, the process of upgrading towards the industrialized world is not linear, but s-shaped. Successful catching up requires the closing of the technological gap towards the leading countries of the industrialized world. FDIs are important for the level and speed of GDP growth Therefore, political risks and increasing uncertainty will lead to a decreasing level of FDIs and will reduce the path as well as the steady?state income level of the economy

We present a semi-endogenous model of regional growth and development without scale effects. In this model of a small developing region the world growth rate of technical progress is given. Regional growth is driven by technological change induced by imitation. Imitation is determined by positive externalities from international trade. Regional factor endowments consist of immobile land and human capital which is perfectly mobile between regions. In order to study the endogenous formation of regions we introduce a second region and analyze a non symmetric decrease in international transaction costs. We find agglomeration in the region with better access to international markets, while the less favored region will realize a drop in income and technological capability. Two reactions can be identified. 1. For given resource endowments, the technological imitation process determines the final relative technological steady state positions. 2. Migration between the regions endogenously determines the final resource endowments of the regions. When reaching the no migration equilibrium, the relative development position, the population size and density of the region, as well as comparative advantages are endogenously determined.

2004: Oxford, Centre for the Study of African Economies, topic: The Economic Geography and Determinants of Manufactured Exports from South Africa. The questions that this paper seeks to address is: how did the various sub-national regions in South Africa benefit from rising manufacturing exports since 1994, and what factors determines the differential manufacturing export performance of South Africa?s sub-national regions? Based on various theoretical models of the possible determinants of differential export performance across subnational regions, we estimate the determinants of exports (across 354 magisterial districts in South Africa using panel data over the period 1996 to 2000. We estimate two models, a ?Skills-to-Land Heckscher Ohlin Model? following Wood and Berge (1997) and a ?Geography Hecksher-Ohlin-Von Thünen model? following Redding and Venables (2003) and the new trade theory. We find that only 22 magisterial districts in South Africa is responsible for 85% of the country?s manufacturing exports, and that the geography-new trade theory model (with distance, market effects and fixed costs) offers a better explanation for the manufactured export performance of the country?s magisterial districts. We conclude that those magisterial districts in South Africa that will contribute more towards generating manufactured exports, are those that are larger in terms of economic size, with good foreign market access and know-how of foreign markets, that faces competitive transport costs on their exports (and imports) and that has a good local institutional support framework, such as an local government that creates the right conditions for fixed investment.

Seit Jahren findet die Analyse der Zusammenhänge zwischen Aktienbewegungen in verschiedenen Ländern ein großes Interesse der Ökonomen. Mehrere theoretische Ansätze wurden für eine Erklärung des Phänomens entwickelt und dann mit Hilfe der modernen Technik der Ökonometrie und der Zeitreihenanalyse untersucht. Die Ergebnisse der jüngsten Untersuchungen zeigen generell eine wachsende Abhängigkeit der internationalen Aktienmärkte voneinander. Das Ziel dieser Untersuchung ist, eine Ökonometrisch wie Ökonomisch fundierte Erklärung der Korrelation zwischen europäischen, amerikanischen und japanischen Aktienmärkten zu liefern. Bei der Untersuchung wurden VAR-Modelle und das Kointegrationskonzept verwendet. Diese Arbeit präsentiert einen eindeutigen Hinweis auf die Existenz gemeinsamer stochastischer Trends in den Aktienmärkten der G5- und G7-Länder. Das wichtigste Ergebnis der Arbeit lässt einen einzigen Trend, der alle nationalen Aktienmärkte beeinflusst, erkennen. Aus der Schätzung der Koeffizienten des Trends lässt sich schließen, dass der Trend am wichtigsten für den japanischen Markt und weniger wichtig für die europäischen Märkte ist. Für die Identifizierung des Trends ist die Anzahl der notwendigen Verzögerungen in den Zeitreihen entscheidend. Aus der wachsenden Anzahl dieser Verzögerungen lässt sich schließen, dass die Aktienmärkte die vergangenen stochastischen Störungen eher akkumulieren und nicht vollständig verarbeiten. 2002: Seattle, Western Economic Association, topic: Employment Effects of Factor Mobility ? a Theoretical Analysis with Heterogeneous Labor. In many countries the gap between the unemployment rates and/or wages for skilled and unskilled labor increased over the past two decades. While there is an extended literature on the effects of trade integration on employment, little is known about the effects of factor mobility on different skill segments of the labor market. Adopting the flow approach to labor markets, we develop a model of persistent structural unemployment. Two segments of the labor market are distinguished, one for skilled and one for unskilled workers. For each segment the long term unemployment equilibrium is derived. Allowing for international factor mobility we analyze the effect of capital mobility and labor migration on relative factor prices, optimal factor allocation and the opportunity costs of vacancies in the different segments of the labor market. The main finding is that skilled labor will always gain from increasing capital mobility while the effects for the unskilled is ambiguous. The ambiguous effect for unskilled is the result of a general positive effect of capital mobility on aggregate employment and a negative reallocation affecting the unskilled: The negative effect can be reduced or even reversed if capital mobility is complemented by policies like additional human capital investments. Labor mobility affects the own segment negatively: Unskilled/skilled mobile labor negatively affects the unskilled/skilled labor market segment. The cross effects are non symmetric: The mobility of skilled can affect unskilled positively as well as negatively. The mobility of unskilled has no effect on the skilled labor market segment.

2001: Johannesburg, South African Economic Association, topic: Catching-up, Falling Behind, and the role of FDIs. This paper intends to focus on the role of FDIs for the development process. We introduce a short theoretical model which gives an idea of some stylized development mechanisms as well as the effects of the domestic factors and FDIs on the development process. The model captures a convergence as well as divergence regime. As the country is backward the R&D sector is describing the imitating process. Foreign direct investments, human capital and technological spill over effects are important factors for the production of the national good as well as for the imitation of technologies. It is shown that the economy will face a divergence regime as long as the domestic factor, human capital endowment, is below a critical level. Although FDIs are important for the process of catching?up the switching condition for upgrading as well as the national level of the technological position is solely determined by the stock of domestic resources. Without a sufficient domestic factor, no take off to a dynamic catching-up process takes place. Therefore the results emphasize the importance of the domestic factor. The role of FDIs may be generally overestimated, especially with respect to the question of convergence or divergence. Having reached this critical level of human capital, the process of upgrading towards the industrialized world is not linear, but s-shaped. Successful catching up requires the closing of the technological gap towards the leading countries of the industrialized world. FDIs are important for the level and speed of GDP growth Therefore, political risks and increasing uncertainty will lead to a decreasing level of FDIs and will reduce the path as well as the steady?state income level of the economy
